Steven Howard

Steven Howard is the Manager of Self and Level Funded Services at Qualexa Healthcare, where he oversees every aspect of clients covered by these plans. With nearly a decade of experience in the industry, including on the Administration side of both TPAs and PBMs and as a Licensed Broker, he blends his knowledge and experience to help client members become active consumers with their healthcare. Steven holds a degree in Kinesiology – Exercise Physiology from Kansas State University which he uses in the risk management and cost containment strategies process. Beyond his work life, Steven can be found outside enjoying a gravel bike ride and being a Conservation Volunteer at the Sedgewick County Zoo.


Yann Passet

Yann Passet serves as the Director of Product Management & Marketing at Allied National - A Kansas based TPA on a mission to bring best-in-class solutions to small and midsize businesses. Yann leads the strategy, design, and operational execution of the organization’s product portfolio as well as collaborating closely with Allied’s strategic partners to ensure products meet the evolving needs of employers, members, and the broader market. In this role, he oversees end‑to‑end product development and implementation of innovative solutions that make healthcare funding smarter, more efficient, and more sustainable.

 Originally from France, Yann moved to the United States in 2014 to pursue collegiate athletics while earning his Bachelor of Arts in Business Administration and later a Master of Science in Management from MidAmerica Nazarene University.

Before joining Allied National, Yann built a notable career in the sports industry, holding roles that blended operations, strategy, and organizational leadership. Most prominently, he served on the executive committee for Kansas City’s successful bid to host the 2026 FIFA World Cup, contributing to efforts that helped secure the world’s largest sporting event for the city.


Morgan Sandell

Morgan brings more than eight years of experience in the health insurance industry, beginning her career at Gravie, a Minneapolis-based start-up focused on making health benefits more accessible for small and mid-sized employers. As an Account Manager, she worked closely with clients to navigate innovative benefit solutions and support their evolving needs.

Driven by a desire to continue meaningful work in the insurance space while returning to a leadership path, Morgan joined Optum in June 2019. She first served as an Underwriting Operations Manager before transitioning into a Product Manager role in 2021, where she helped shape and enhance solutions within the organization.

In June 2025, Morgan joined QBE North America as an Operations Lead. In this role, she partners with internal stakeholders to optimize processes and systems, strengthen cross-functional alignment, and ensure operational excellence. Her work focuses on driving efficiency through strategic process improvement initiatives that enhance overall business performance.

Morgan holds a bachelor’s degree in business and is currently pursuing her MBA at the University of Scranton. She is an active member of the Self Insurance Institute of America (SIIA) and was appointed Chairperson of the Future Leaders Committee in December 2025.

Outside of her professional commitments and graduate studies, Morgan enjoys spending time with her spouse, fur babies, family, and friends. She loves staying active, traveling, reading, and attending sporting events and concerts.
